1.What are "excesses of authority"?
It's when someone don't respect the limits of this authorithy.


2.What is the relationship between rights and excesses of authority?
The excesses of authority are based on rights but exceeds.


3.What is "an arbiter"?
Is who makes a decision and has the value of a law and cannot be appealed.


4.Summerize pages 14 and 15.
In modern democratic societies there is no arbitrary power but all authority is subjected to limits established by law.
